You can take them to the first and second levels, which corresponds approximately to the 23rd and 46th floor of an average building. That's just the base of the tower, but you can get a good view of the city from there anyway. To go to the top, you have to take an elevator that creeps along the side of the building. We didn't go to the top, because the lines at the elevator were hours-long.
